Commenting on the financial difficulties of councils in Wales, Welsh Conservative Shadow Minister for Local Government, Sam Rowlands MS said:
"It is clear the system is broken when on one hand you've got councils struggling and yet on the other councils with hundreds of millions in usable reserves.
"The Labour Government needs to urgently review the funding formula for councils to make sure it is fair."
